Castor and Salazar revive bill to expand flood insurance options

Salazar said the bill would open the market to more private-sector options and reduce the burden on taxpayers. The legislation responds to current NFIP rules that penalize policyholders who switch to private flood insurance, even when those policies meet federal standards.
